JONESBORO ISD (JISD) BOARD MEMBERS 

Texas law grants the board of trustees the power to govern and oversee the management of the district’s schools. The board is the policy-making body within the district and has overall responsibility for the curriculum, school taxes, annual budget, employment of the superintendent and other professional staff, and facilities. The board has complete and final control over school matters within limits established by state and federal laws and regulations.

The board of trustees is elected by the citizens of the district to represent the community’s commitment to a strong educational program for the district’s children. Board members are elected Bi-Annually and serve four-year terms. Board members serve without compensation, must be qualified voters, and must reside in the district.


Joe Foote- President

Joe is a graduate of JISD and attended Tarleton State University. He and his wife, Crystal, have three children who are graduates of JISD. Joe also farms and ranches in and around the Jonesboro area.

Roger Hill- Vice-President

Roger is a graduate of JISD. He and his wife, Melissa, have two children and both have graduated from JISD. Roger works at TDCJ as a correctional officer. He also does concrete work for the family business Hill’s Concrete Work located in Jonesboro, TX. 

Megan Whisenhunt- Secretary

Megan is a graduate of JISD. Her and her husband, have four children that attend JISD. Megan received her bachelor's degree from UMHB and masters from WGU. She is a registered nurse as well as an active member of the community, helping her husband coach youth sports.

Kevin Young- Member

Kevin is a 1996 graduate of JISD and attended TSTC after graduating from JISD and has a certificate in Diesel Mechanics. Kevin and his wife, Sara, have two children who currently attend JISD and Texas A&M. Kevin is a farmer and rancher in and around the Jonesboro area.

Bobby Buster- Member

Bobby is a 1991 graduate of JISD. Bobby had four children graduate from JISD and currently have a granddaughter enrolled in JISD. He has served as the Board Vice-President. Bobby also serves as the Chief of the Jonesboro Volunteer Fire Department and as a member of the Gatesville Volunteer Fire Department.

Donnie Robuck - Member

Donnie is a 1987 graduate of JISD. He has served as a JISD Board member since 2012. He has served as the board secretary for three years. Donnie and his wife, Lisa, have had four children graduate from JISD. They also have a grandchildren attending JISD. Donnie is retired from the US Army and works in Ft. Hood. He and Lisa also own and operate Ro-Buck Tee Shirts and More here in Jonesboro, TX.

Billy Suggs- Member

Billy Suggs is a proud Jonesboro ISD graduate who met his wife, Ashley, during their time as students in the district. Together, they have four children currently attending Jonesboro ISD. Billy owns and operates two local businesses—a construction company and a spray foam insulation company—and is dedicated to supporting the school and community that helped shape his family.  

The board usually (this may vary based on extracurricular events, holidays, and other events that may conflict with Board meetings)  meets the 3rd Thursday at 7:00 p.m. in the Library. In the event that large attendance is anticipated, the board may meet in the cafeteria. Special meetings may be called when necessary. A written notice of regular and special meetings will be posted on the district website and near the front door entrance of the school at least 72 hours before the scheduled meeting time. The written notice will show the date, time, place, and subjects of each meeting. In emergencies, a meeting may be held with a one-hour notice.

All meetings are open to the public. In certain circumstances, Texas law permits the board to go into a closed session from which the public and others are excluded. Closed session may occur for such things as discussing prospective gifts or donations, real-property acquisition, certain personnel matters including employee complaints, security matters, student discipline, or consulting with attorneys regarding pending litigation.
